New legislation strengthens tokenization and consumer safety at the origin of products

What changes with the new legislation?

Bill 15.154/2025 amends Article 27 of Law No. 6.360/1976, establishing that:

“Cosmetics, personal hygiene products, perfumes, and similar purpose products shall be exempt from registration and subject to simplified rules when handmade produced, in the form of a regulation that will contain the criteria for classification as handcraft activity.”

This means that:

  • Small and medium artisan producers no longer need to comply with the traditional and onerous sanitary registration process.
  • They can operate under simpler rules compatible with their production scale, favoring legal and structured entry into the market.
  • It paves the way for a new generation of authorial, regional, and ecological cosmetics, with traceability and identity.
Direct Opportunity for Hanuman Water – Hyperthermal Tritium-Free Multi-millennial Mineral, already recognized as an ingredient of excellence for dermocosmetic and therapeutic use, gains a privileged position in this new scenario:
  • As a tokenized raw material, it can be acquired in fractional volumes by artisanal brands for use in:

    – Thermal water sprays
    – Anti-aging and regenerative creams
    – Mineral masks and moisturizing lotions
    – Soaps, toners, mists, and natural spa products

  • The “Contains Hanuman Water” seal, accompanied by a QR Code and blockchain traceability, will allow consumers to verify the origin of the water used in the product they are applying to their skin — providing a security previously non-existent in the manufacturing chain of the artisanal segment.

What does the consumer gain from water tokenization?

Tokenization is not just a technological resource for investors or producers. It brings real benefits to the end consumer, such as:

  • Origin Transparency: Each product with the “Contains Hanuman Water” seal has a QR code that allows for public and secure tracking of the water’s chemical composition, pH, collection date, and origin location — directly from the certified deposit in Chapada dos Veadeiros.
  • Proven Authenticity: Consumers can verify, in real-time, that they are acquiring a cosmetic made with mineral, multi millennial, hyperthermal, multifunctional, tritium-free water, legitimately sourced from Well/Spring Hanuman I — which prevents counterfeiting and guarantees the purity of this raw material.
  • Conscious and transformative consumption: With access to clear and reliable information, consumers make choices that not only benefit their health and well-being but also strengthen sustainable production chains, based on economic justice, ethical innovation, and the valorization of artisanal knowledge.

Regulatory context and competitive advantage

  • Hanuman Water possesses technical differentials that positions it favorably in this new market:
  • Official ANM (National Mining Agency) classification as Fluoridated and Hyperthermal Mineral Water at the Source, suitable for human consumption.
  • Purity guaranteed by the absence of tritium, by over 9,000 years of filtration in the 1.75 billion-year-old crystalline geology of Chapada dos Veadeiros.
  • Alkaline composition, balanced with bioactive minerals such as magnesium, silicon, bicarbonate, zinc, and potassium, which positively act on skin regeneration.

Environmental Authorization and Infrastructure Projections

  • Hanuman Minas Ltda., owner of the Hanuman Water Deposit, obtained authorization from the Department of Environment and Sustainable Development of the State of Goiás at the end of June 2025 for the extraction of up to 1,330 m³ per day from Well/Spring Hanuman I. The water is already officially classified by the National Mining Agency (ANM) as Fluoridated and Hyperthermal Mineral Water at the Source, and also declared suitable for human consumption.

The expectation is that, in the next eight months, the facilities for the distribution of water intended for the manufacture of cosmeceutical products will be completed. The Hanuman Water bottling industry for direct consumption as mineral water is scheduled to open at the end of 2028.

Advantages and Strategic Convergences

In addition to regulatory and technological advantages, the new legislation creates a fertile environment for the growth of a broad production chain based on artisanal manufacturing.

In Brazil, it is estimated that there are thousands of small producers of natural cosmetics and botanical soap-making, which now expand and gain formality to access excellent resources like Hanuman Water.

This scenario opens up possibilities for building partnerships with regional cooperatives, natural beauty entrepreneurs, and ecological cosmetic networks, creating a distributed, innovative, and socially regenerative ecosystem.

It is important to note that the management model of the Hanuman Water Deposit provides for rigorous technical and environmental control, based on hydrological sustainability studies, ensuring that the extraction does not compromise the longevity of the water deposit nor the integrity of the surrounding Chapada dos Veadeiros ecosystem.

The convergence between regulatory innovation, the tokenization of resources, and the liquid ancestry of Hanuman Water projects a new chapter for Brazil in the global cosmetics market — where purity, identity, distributive economy, sustainability, and traceability become the new pillars of value.
