What changes with the new legislation?

Bill 15.154/2025 amends Article 27 of Law No. 6.360/1976, establishing that:

“Cosmetics, personal hygiene products, perfumes, and similar purpose products shall be exempt from registration and subject to simplified rules when handmade produced, in the form of a regulation that will contain the criteria for classification as handcraft activity.”

This means that:

Small and medium artisan producers no longer need to comply with the traditional and onerous sanitary registration process.
They can operate under simpler rules compatible with their production scale, favoring legal and structured entry into the market.
It paves the way for a new generation of authorial, regional, and ecological cosmetics, with traceability and identity.
